Since a variety of different IPP Campaigns have formed as part of the IPP fight for different aspects of the IPP sentence, small amendments and policy changes have been made to IPP prisoners on licence.
The different angle of fighting for small changes, have led to IPPs being categorised and divided into three separate groups of, Never released IPPs, recalled IPPs and IPPs on license.
